Due to unforeseen circumstances, Marisa Peloquin had to step down as Region Director. I will be filling that position for the reminder of the year.
I would like to thank all of the units that have turned in their Standards of Affiliation form. For those of you that have not, please send them as soon as possible to [email protected]. If you have any questions regards the form, please contact me.
Lastly, we will have two opportunities for PTA and the Law in early January. The first PTA and the Law will be Thursday, January 7th at the Boys and Girls Club in Gig Harbor. The class will be from 5:30 to 8:30. The second PTA and the Law will be Thursday, January 14 at the Clover Park Administration Bldg in Lakewood. This class will be from 5:30 to 8:30.

As you are aware, the Washington State PTA office is moving. According to the IRS, it is the local unit/council responsibility to notify the IRS of the change to the State PTA office address. To make this process easier, the WSPTA has prepared a letter for you to send the IRS. Please download this letter, date the top, sign the bottom (and include your PTA position) and send to the IRS as soon as possible. Upon receipt of this letter, the IRS should make the appropriate change(s) in their records.

The Department of Revenue has determined that PTAs are no longer required to pay sales tax on popcorn sales and other concessions no matter how often a PTA sells it. They are viewing these activities as fundraising activities, and as such are exempt from sales tax. However, student stores which are ongoing, are still required to pay sales tax. PTAs now will follow the rules on their website for ASB and Booster clubs. Click here for a summary.

Ballots have been mailed to all local unit presidents (for those who have co-presidents, they were sent to the first president listed alphabetically) in Regions 2, 6, 8, and 10. Tacoma PTAs Recognize Outstanding Volunteers and Educators
— At Tacoma Council PTA’s Awards Banquet held May 29, 2013 at Truman Middle School, past and present volunteers, advocates, and educators were honored for their outstanding contributions to children in our community. Tacoma
Council PTA presented two Outstanding Educator Awards, an All-City Golden Acorn Award, an Outstanding Advocate Award and an Honorary Life Membership Award. Local unit PTAs also recognized and honored their award recipients at the banquet. The special volunteers were joined at the annually held banquet by local unit PTA officers, principals, Tacoma Schools Superintendent Carla Santorno, School Board Members Debbie Winskill and Karen Vialle and past award recipients from the 1970s to the present.
When a PTA presents awards, the recipient receives an award pin and a special certificate. A financial contribution is made in the recipient’s name to the Washington State PTA Scholarship fund, which provides $1,000 to $2,000 grants to Washington State High Schools seniors pursuing post-high school education.
The following is a list of Tacoma PTA Local Units who presented awards during the banquet: Fawcett, Sheridan,
Sherman, Skyline, Whitman, and Whittier Elementary Schools, Truman and First Creek Middle Schools, and Foss
High School.
Tacoma Council PTA’s president, Kellie Bennett presented an Honorary Life Membership Award to Marilyn Beale. Marilyn Beale has always kept children ‘in the center’ of all she does. She is a substitute teacher in the district. She has been involved with Tacoma’s PTAs since 1969, was a Tacoma Council PTA President from1989 1991, and remains active with PTA, currently serving on Tacoma Council PTA’s Board as Reflections Co-Chair.
The Council’s Golden Acorn Award was awarded to Jamie Devereaux. Devereaux is the outgoing President of Gray Middle School PTA. She has been involved with the PTA since the early 1990s and has served in leadership roles at four
Tacoma PTAs over the years, as well as at the Council PTA level.
Highly Capable teacher Kathleen Casper was presented an Outstanding Educator Award for her work with students, foster children, and her advocacy in our community. Casper received the 2012 Golden Apple Award from KCTS, Channel 9 and was one of the honorees of Business Examiner Media Group’s “40 Under Forty” program that recognizing those making significant contributions to the South Sound community.
Tacoma Council PTA awarded Shari Shelton an Outstanding Educator Award. Shari Shelton was recognized for her many contributions to students across the school district as well as her pivotal role in ensuring student art work is regularly featured in Tacoma Weekly publications.
This year’s All-City Outstanding Advocate Award was given to Jennifer Boutell for her advocacy efforts for students
in our school and community. She is known for her work with the PTA, Parents and Friends for Tacoma Public
Schools, the No on I-1240 campaign, assistance in school bond and levy campaigns, as well as her internet presence, which includes Tacomamama.com.

CAPTAIN KATHRYN HOBBS, USN, (RET) SELECTED AS WASHINGTON STATE PTA EXECUTIVE DIRECTOR
The Board of Directors for the Washington State PTA (WSPTA) is pleased to
announce the selection of Captain Kathryn Hobbs, USN, (RET) as its new Executive Director to begin on March 25, 2013.
“The Board of Directors is pleased with the selection of CAPT Kathryn Hobbs, USN, (RET) - as our next Executive Director....
Her expertise in strategic planning, resource and financial management,
communication, fundraising and working with boards, coupled with her passion and commitment for families and children, makes her an ideal choice to lead the WSPTA,” stated Washington State PTA President, Novella Fraser.
CAPT Kathryn Hobbs brings a wealth of experience in leadership and management to the WSPTA. Some of these experiences include serving as Commanding Officer at the Great Lakes Naval Station in Chicago, Illinois and Chief of Staff for Navy Region Midwest from 2003-2005, providing strategic planning and oversight for Navy organizations; and as Chief of Staff and Commander of the Fleet Air Mediterranean and Navy Region, Europe, from 1999 – 2001, serving as administrator of seven Navy bases in over seven different Mediterranean and European countries and providing critical policies working with Embassies and personnel from other countries. From 2005-2007, she served as Executive Assistant for the Director of Logistics, Department of the Navy, Pentagon, Washington D. C.
CAPT Kathryn Hobbs has also extensive experience in communication and education. CAPT Kathryn Hobbs brings a wealth of experience in leadership and management to the WSPTA. Some of these experiences include serving as Commanding Officer at the Great Lakes Naval Station in Chicago, Illinois and Chief of Staff for Navy Region Midwest from 2003-2005, providing strategic planning and oversight for Navy organizations; and as Chief of Staff and Commander of the Fleet Air Mediterranean and Navy Region, Europe, from 1999 – 2001, serving as administrator of seven Navy bases in over seven different Mediterranean and European countries and providing critical policies working with Embassies and personnel from other countries. From 2005-2007, she served as Executive Assistant for the Director of Logistics, Department of the Navy, Pentagon, Washington D. C.

National PTA is proud to announce our partnership with Safe Routes to School National Partnership and Kaiser Permanente on Fire Up Your Feet, a new physical activity fundraising program that encourages families to walk more to and from school—and in daily life—while keeping track of their steps, and raising money for their PTA or school.
As Family Engagement Partner, National PTA believes that Fire Up Your Feet provides a great new opportunity for families to get active and spend more quality time together, all while helping out their PTAs and schools.
Here’s how it works:
· PTAs register for Fire Up Your Feet online and recruit families to participate.
· Participants build a family fundraising page and recruit sponsors (i.e., friends, family) via an online donation form.

Please take survey on innovation in Tacoma Public Schools
Tacoma Public Schools issued a new survey today so parents and others can
identify how innovation can help the district improve student achievement.
The brief, confidential survey takes about five minutes to complete at: www.innovatingforachievement.com.
The survey results, combined with survey results from district staff and comments gleaned from future community
meetings, will help the School Board develop a new policy and guidelines aimed at expanding on the record
number of innovative learning options offered to Tacoma students.
In March, State Superintendent Randy Dorn named Tacoma Public Schools as the state’s first-ever and only district-wide
Innovation Zone for education. In the first two years of the state’s effort to identify the most innovative schools, 12 of the 33 schools statewide to earn the innovative designation are in Tacoma Public Schools.
As part of Dorn’s designation of Tacoma as a district-wide innovation zone, he set three conditions:
The School Board has devoted a series of public meetings to developing an innovation policy by the end of the
year.
The innovation survey is one step in the outreach effort. At www.innovatingforachievement.com, citizens have the option of taking the survey in English, Spanish, Russian, Ukrainian or Vietnamese.
Tacoma’s state-designated innovative schools include: First Creek, Baker and Stewart middle schools; Geiger and Bryant
Montessori schools; an International Baccalaureate Zone including Foss High School, Giaudrone Middle School and McCarver Elementary School; School of the Arts (SOTA), Science and Math Institute (SAMI), Lincoln Center at Lincoln High

Program Overview
The purpose of the Applegate Grant program is to provide opportunities for supplemental funding to units and councils for community-wide projects focusing on the health, welfare, safety, education, care, and protection of children. Each year, the Washington State PTA sets aside funds to be awarded to local units and councils for these programs, projects, and activities.

REMINDER – Applegate Grant: Deadline for remitting applications is November 1, 2011.
Each year, the Washington State PTA awards grants to local units and councils for community-wide programs, projects and activities focusing on the health, welfare, safety, education, care and protection of children. The maximum amount for a single grant is five hundred ($500.00) dollars; however larger grants may be considered for PTAs in schools with a large percentage of students eligible for free and reduced lunch thanks to the generosity of the Bill and Melinda Gates Foundation.

HAVE YOU REGISTERED FOR YOUR NATIONAL PTA BACK TO SCHOOL KIT? IF NOT, DO SO SOON SO YOU'LL HAVE IT IN TIME!
Those of you who registered early for your National PTA Official Back to School Kit should start receiving them soon, if you haven't already (we received ours this week). The kit contains the PTA Quick-Reference Guides, membership posters, program and advocacy resources-the tools your unit needs for a successful PTA year. To make your PTA gets these valuable resources, register now at www.PTA.org/OfficialKit. When registering online you must provide your unit's National unit ID number, which you can find by going to your Member Enrollment page on the WSPTA website, logging in and clicking on the "Membership Reports" tab, and then clicking on "Legal Information". During the registration process you will also select your preferred shipping date and confirm or change the shipping address for the kit. Kit shipments have started and will continue weekly until September 16. Units that have not registered by September 16 will have a kit sent in late September, to the address on file with the National PTA office. Why Elect your Nominating Committee NOW
The Washington State PTA Bylaws state that elections of officers must happen before or on April 30th. That is only a little over 5 months! We all know how fast time goes by. It is important that your council and/ or local unit elect your nominating committee soon. In order to get next year’s officers elected at your January, February, March or April General Membership Meetings you want to give the committee enough time to seek out those members willing to serve as an officer, and to reach out to those in your membership that may not be as visible as others so your council or local unit doesn’t end up with a warm body. One idea is to present the Nominating Committee JITL at your council meeting before electing the committee (contact your Region Director for the JITL= Just In Time Learning).
Holding elections early will also leave you time to register new officers to attend the Washington State PTA Annual Convention to be held April 29-May 2, 2011 where your new officers will be able to get training and network with other PTA officers. It will also give your council/ local unit more time to transition with each other.

Financial Review Committee
Hello Region 10 ~ This is the PERFECT time of year to schedule your mid year Financial Review! While everything slows down between Christmas and New Years - get a group together for a couple of hours and do your mid year review. I hope you and your families have a wonderful Holiday! The financial review involves an examination of the financial transactions of the PTA, and the procedures used to conduct those transactions.
The treasurer is the custodian of the funds of the PTA and is charged with the responsibility to deposit and disburse funds and to keep accurate records.
However, the board of directors has the responsibility to see that the funds of the PTA are administered properly and actions are made in the best interests of the members. To assure that this has been done, that the board acted responsibly, and that good financial practices have been followed, a financial review of the books and records must be conducted.
A financial review must be conducted:
· Immediately following the end of the fiscal year (June 30th) in compliance with WSPTA Uniform Bylaws.
· When a new PTA member assumes the treasurer position; or
· Whenever there is a question about the financial wellbeing or performance of the PTA.
RECOMMENDATIONS:
A mid-year financial review is strongly recommended for all PTA’s This financial review should be conducted in the same manner as the one at the end of the fiscal year.
Who can perform the Financial Review?
The WSPTA Uniform Bylaws are very specific in defining who can conduct a financial review of the PTA’s books and records. Page 10 Article 5 Section 7 Duties of Officers “treasurer” (e) (2)
…………close the books on June 30 and submit the books and records for financial review to a financial review committee of no fewer
than three (3) members appointed by the president or to a qualified accountant. The financial review committee
shall not include the people who were authorized to sign or individuals living within the same household as those
authorized to sign on the bank account for the period being reviewed;
